Excise, Taxation & Narcotics Control Department

Prior to merger of Bahawalpur State, Excise and Taxation in Bahawalpur Division was looked after by two E.T.Os, both stationed at Bahawalpur, the Division was divided in Eastern and Western Wings and Rahim Yar Khan district formed a part of the latter. The task of these wings was confined to supervision of the Opium, Bhang (hemp) and liquor vends. Later on, Entertainment Duty was levied on the entertainment houses. The Tobacco Vend fee was also recovered from the dealers of manufactured tobacco in the form of license fee. The duty on unmanufactured tobacco was collected by this department till 1952 when this job was transferred to the Central Excise and Land Customs Department. The Motor Vehicles Tax was transferred to this Department from police in 1950. On the formation of one unit, the taxes prevalent in the Province of Punjab were also extended to this area and subsequently full-fledged office of the E.T.O Rahim Yar Khan started functioning in the year 1960-61.

The basic role assigned to this department is to collect the revenue through different kind of taxes and duties under various heads for provincial government. Excise & Taxation Officer is also entrusted with the powers of Assessing Authority, Motor Registering Authority, Prohibition Officer and Revenue Collector under Section 30 of the Land Revenue Act, 1967. As far as the staff of the Excise & Taxation Office of District Rahim Yar Khan is concerned, the sanctioned strength is 82 out of which 26 positions are lying vacant. In addition to Excise & Taxation Officer in BPS-17 as a head of the office, there is one Assistant Excise & Taxation Officer in BPS-16 and 18 Excise & Taxation Inspectors and 12 Excise Constables are currently posted in the office. Since March, 2018 to divide the work load, a separate post of Motor Registering Authority has been created and as a result an Excise & Taxation Officer in BPS-17 has been posted in the District Office like over Punjab province. Similarly, to control the trafficking and usage of narcotics in the civil society, the department has also been established its separate wing namely Directorate General, Narcotics Control under a newly deputed full-fledge Director General (Narcotics) in BPS-20, and this Directorate General will start its operational activities very soon after recruiting its human resources to eradicate the social evil of drugs and narcotics.
