The organization which can ensure safety and security to General Public and take complete care of the home-front leaving the Army to do their work at the battle-front is Civil Defence. Civil Defence department is indispensable in a modern war and has been recognized as an integral part of the overall defensive arrangements of a country. A well trained Civil Defence Organization can also play an effective role in peace time emergencies as Disaster Relief Organization.
Civil Defence Department is one of the Attached Departments of the Government of the Punjab, and is administratively controlled by the Home Department. It is headed by the Director Civil Defence who pass on Government instructions to subordinate offices in the Province. On implementation of Devolution Plan of Powers, District Offices Civil Defence are Functioning as Developed Department Offices under the District Governments who are financing them. District Coordination Officers have been declared as Civil Defence Controllers by the Federal Government under Civil Defence Act 1952. They look after Civil Defence Offices as Executive District Officers due to vital role and nature of the duties of the Department.
District Office Civil Defence Rahim Yar Khan is provided with nucleus staff comprising of 01 District Officer, 04 Instructors besides Ministerial Staff for implementation of Civil Defence, Bomb disposal and fire protection measures within respective area of jurisdiction. District Office Civil Defence is established in a standard Government building near DCO Office which was constructed under ADP.Combined Control and Report Center (CC & RC) of the District is functioning in the basement of District Office Civil Defence Rahim Yar Khan.
At Tehsil Headquarters Level, Subordinate Offices have not yet been established by the Government. However, Civil Defence Volunteers are enrolled at Sadiqabad , Khanpur, Liaqatpur like Rahim Yar Khan by the District Office where the General Public took keen interest in participating in Civil Defence Organization. Civil Defence includes any measures not amounting to actual combat for affording Defence against any form of hostile attack by a foreign power or for depriving any form of hostile attack by foreign power of its effect wholly or in part whether such measures are taken before, during or after the time of the attack. It also includes remedial measures against natural or man-made disaster in peace time.

Objectives
The main objective of Civil Defence is to pool national resources and conduct / control Civil Defence operations to minimize the effects of Enemy Air Attacks / migiate effects of disasters.The following objectives have to be achieved under Civil Defence to reduce the number of casualties during war & disaster.
- To minimize damage and dislocation of essential services
- To ensure uninterrupted production in the factories
- To provide active Civilian support to war efforts/relief measures
