District Administration

The District Administration is at the frontline in executing the directions of the government and is therefore the custodian of successful public service delivery. The district administration is headed by the Deputy Commissioner. Under the Punjab Civil Administration Act, 2017, the Deputy Commissioner is the officer in charge of the district administration and principal representative of the Provincial Government in the district. As the functions of the Deputy Commissioner are executed in tehsils by the Assistant Commissioner, therefore same goes for the office of the Assistant Commissioner as the principal representative of the provincial government in the respective tehsil.

 

manjaOffice of the Deputy Commissioner is assisted by the Additional Deputy Commissioner(s) (ADCs) in administrative matters. ADC (Revenue) principally looks after the matters related to land and land related revenue. Practically, he / she acts as District Collector under the Land Revenue Act, 1967 and other relevant laws. ADC (General) handles the day to day compliances, meetings, correspondence with other departments and reporting being done at the divisional and provincial level. ADC (F&P) deals with the financial matters related to the district including preparation of annual and supplementary budgets and demands. AC (HR & Coordination) is generally appointed at district headquarter and deals with the human resource related issues and general correspondence with other departments along with any other duties delegated by the Deputy Commissioner.

There are four Assistant Commissioners in Rahim Yar Khan District. The respective Assistant Commissioners are the frontline responders to the public at large. Apart from acting as a Collector of the tehsil / sub-division under the Punjab Land Revenue Act, 1967, the office of the Assistant Commissioner performs various other functions which include coordination with other line departments in implementation of the directions of the Government, overseeing law and order of the tehsil, supervising duties pertaining to the delivery of municipal services, and performing any other official task delegated by the Deputy Commissioner.In addition to above, the offices of the Deputy Commissioner, Additional Deputy Commissioners and the Assistant Commissioner act as Special Magistrates (1st class) under the provisions of the Section 14A of the Code of Criminal Procedure, 1898 and other specific laws. Furthermore, presently in the absence of the elected local governments, the Deputy Commissioner and the respective Assistant Commissioners act as the Administrators of the respective Municipal Corporation/ Municipal Committee / Town Committee under the provisions of the Punjab Local Governments Act 2019. Therefore, all the functions and responsibilities envisaged in the Punjab Local Government Act, 2019 are assumed by the DC / ACs including the delivery of municipal services, land use, building approvals, and multitude of other functions.
